Question

Is this considered theft and should I be culpable for it? I am confused about whether it is theft or a minor mistake.

Answer Summary

Tattooing is prohibited and its practitioner is cursed. You should not take the paper without the owner's knowledge; instead, explain to her that tattooing is forbidden. If it was unintentional, you can compensate her with a simple gift.
Tattooing is prohibited and its practitioner is cursed, as narrated by Al-Bukhari (5937) and Muslim (2122) from Ibn 'Amr (may Allah be pleased with them). The Messenger of Allah (peace and blessings be upon him) said: "Allah has cursed those who practice tattooing and those who have tattoos." If a woman exposes her tattoo in front of foreign men, she has also committed a sin. Additionally, one should not take the paper without its owner's knowledge, but explain to the owner that tattooing is prohibited.
